14.8 Request for Approval to Accept Donation of Printers from West Point Military Academy
BE IT RESOLVED, that the Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, accept a donation of thirty-one (31) HP 8150 printers from West Point Military Academy.
Mr. Dressel announced that the Learning Environment Survey Report will take place prior to Public Comment.

SPOTLIGHT ON PROGRAM: CONFLICT RESOLUTION DEMONSTRATION:
Principal Stephanie Giammatteo introduced teachers Ms. Lederer and Ms. Urso who work with the children in the Conflict Resolution Program. The children proceeded to take turns explaining how the program works after which they acted out a scenario to demonstrate how they all work together to resolve the various issues that cause conflict among students.
RECOGNITION – Francesca Rizza, volunteer Foster Grandmother, was recognized for her work at the Duzine Elementary School assisting children to achieve their goal of becoming better readers. High School student Daniel Torres was recognized for his service to the 100.11 Committee, working to promote the athletic program through the sale of products at Olympia Sports and serving as a broadcaster for NPHS basketball games on Radio New Paltz. Each was presented with a Certificate of Appreciation by the Board of Education.
SUPERINTENDENT REPORTS & DISCUSSION ITEMS
Ø LEARNING ENVIRONMENT SURVEY RESULTS/REPORT – Superintendent Rice introduced Assistant Superintendent Deborah Banner who introduced the representatives from CSEE – Center for Social and Emotional Education. Darlene Foster began with a PowerPoint presentation. She explained that the study evaluates school climate which is defined as the quality of school life as it impacts staff, students and community members. The results were positive and impressive. Developing action plans is the next step with a goal to build on the strengths. It is important to prioritize areas in need of actions and to track improvements as well as set benchmarks. Accompanying Ms. Foster was Dina Wallerson and Dan Sheer. Questions and answers followed the presentation.

STUDENT REPRESENTATIVE REPORT – Mike LaBrosse reported on activities and events at the high school including the upcoming performance of Guys and Dolls along with a variety of sports events. Mike announced that this would be his last meeting as the student representative. Members applauded his service to the board.
Ø SNOW DAYS/FLOOD DAYS – Superintendent Rice explained the need to close school due to recent flooding. The district is working on a plan to develop alternate bus routes to avoid school closings in the future. Six snow days have been used. If another snow day is required, the teachers will be impacted due to contractual obligations, however, the students will not be required to give back a vacation day.
Ø NEW 100.11 COMMITTEE REPORT – Committee members Rachel Busher, Debra Clinton, Connie Hayes, Joanne Secky, Chris Mazzei, and Dan Torres introduced themselves. They proceeded with a PowerPoint presentation outlining the purpose, roles and responsibilities, and membership of both the District Team and the Building Level Teams. Members of the Board of Education provided comments and suggestions to the committee members regarding possible revision to the proposed plan. A number of questions were raised for consideration by the 100.11 Committee which will meet again to continue a dialogue. It is expected that the committee members will come back to the board with either the same plan or an amended plan depending on the results of their discussion.
District Clerk, Beverly Sickler left the meeting at 9:30 PM. Superintendent Maria Rice was appointed District Clerk Pro Tempore at 9:40 PM.
Ø SUPERINTENDENT COMMENTS - Superintendent Rice announced that Senator Bonacic has secured $10,000 in Senate Initiative Funding for our Lenape Playground Project.
COMMITTEE REPORTS
Ø FACILITIES COMMITTEE – Rod Dressel reported that the recent meeting of the Facilities Committee included topics such as District Office flooding and roof leak, the Duzine roof, RFP for capital project, and air quality tests at Lenape. He commented that this is the first time in three years that the public is attending the meetings and that they are being recorded.

14.7 Request for Approval to Adopt the 2008 Legislative Program of the Ulster County School Boards Association
2008 LEGISLATIVE PROGRAM OF UCSBA
BE IT RESOLVED, that the Board of Education of the New Paltz Central School District adopt the 2008 Legislative Program of the Ulster County School Boards Association. Specifically, we support:
Ø Phasing out reliance on local property tax to provide a “sound basic education” state-wide in favor of a broader state-wide taxing system including income tax.
Ø To attract and retain regional education leaders, eliminate the salary & benefit cap on District Superintendents.
Ø Revision of the Contingency Budget Law to exclude increases in Special Education, energy expenses, and health costs for staff and retirees from the formula.
Ø Update and enhance the BOCES Aid Formula and encourage additional shared services.
Ø Wicks Law Reform
Ø Full funding of mandates.
Ø Legislation that provides full funding and supports legal reforms (including Triborough Amendment Reform) for the State’s public schools to eliminate the need to fund Charter School initiatives.
