SPOTLIGHT ON PROGRAM - LENAPE SCHOOL – A NEW FIFTH GRADE INITIATIVE: LENAPE TIMES

Superintendent Rice introduced Principal Michelle Martoni from the Lenape Elementary School who introduced Grade 5 Teacher Mr. Eric Savelson.  Mr. Savelson explained that the Lenape Times newspaper is a student initiated endeavor and is a first for the Lenape School.  Three students, Jennifer Cook, Kate Fishman, and Mia DiMaio explained the origins of the newspaper and the process used to prepare for the first edition which will come out in the very near future. Students from Grade 5 submitted articles for the publication after which a group of students produced the layout of the paper using computer software.  There will be a link on the Lenape Web Page to access the newspaper after the first edition is completed. SUPERINTENDENT'S REPORTS & DISCUSSION ITEMS
 

Members agreed to change the agenda and discuss the Code of Conduct at this point in the meeting.

Motion made by Donald Kerr and seconded by Daniel Torres that the Board approve the following resolution:

8.2          Request for Approval to Revise the Code of Conduct
Recommendation – that the following resolution be approved:

BE IT RESOLVED that the Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby approve revisions to the Code of Conduct, Attachment C: Prohibited Conduct, Section A, No. 6 to read
“Misusing computer or electronic devices, including unauthorized use of computers, software, or an internet or intranet account; accessing inappropriate websites; responding to pagers or using cell phones; using MP3 players or other personal entertainment devices unless authorized by a district administrator for use as academic technology;  or any other violation of the district’s acceptable use policy. (All)”

Motion carried 7 – 0 with 7 members voting.

      APPROVAL TO CALL SPECIAL MEETING FOR VOTE ON BOND PROPOSITION

Members agreed to move New Business Item 12.2 regarding the Bond Proposition to this portion of the meeting.  Discussion followed.

Motion made by Steve Greenfield and seconded by Donald Kerr that the Board of
Education approve the following resolution:

Members agreed to allow discussion to continue as long as necessary until all members have opportunity to express their opinions and have their questions answered.  After all members spoke, President Dukler Called the Question.

12.2        Request for Approval to call a Special Meeting to Vote upon a Bond Proposition

BE IT RESOLVED that the Board of Education adopts the following resolution:

RESOLVED BY THE BOARD OF EDUCATION OF THE NEW PALTZ CENTRAL SCHOOL DISTRICT, IN THE COUNTY OF ULSTER, NEW YORK, AS FOLLOWS:

Section 1.  A Special District Meeting of the qualified voters of the New Paltz Central School District, in the County of Ulster, New York (the “District”), shall be held within the District, on February 9, 2010, at 12:00 o’clock Noon (Prevailing Time) at the Gymnasium at the New Paltz High School, in said District, as provided in the Notice calling said Special District Meeting hereinafter substantially prescribed.  The voting at such Special District Meeting shall be by voting machine, as provided by the Education Law, and the polls shall remain open from 12:00 o’clock Noon to 9:00 o’clock P.M. (Prevailing Time) on said day and as much longer as may be necessary to enable the voters, then present, to cast their votes.

Section 2.  The business to be acted upon at said Special District Meeting shall be as stated in the Notice thereof, and the District Clerk is hereby authorized and directed to cause the Notice of said Special District Meeting to be published in “The Kingston Daily Freeman” and “The New Paltz Times,” two newspapers having general circulation within the District, such publications to be at least made four (4) times within the seven (7) weeks next preceding such Special District Meeting, the first publication to be at least forty-five (45) days prior to the date of said Special District Meeting.

Section 3.  Said Notice of Special District Meeting shall be in substantially the following form:

NOTICE OF SPECIAL DISTRICT MEETING
NEW PALTZ CENTRAL SCHOOL DISTRICT,
IN THE COUNTY OF ULSTER, NEW YORK

NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of the New Paltz Central School District, in the County of Ulster, New York, adopted on December 16, 2009, a Special District Meeting of the qualified voters of said School District will be held on

Tuesday, February 9, 2010

from 12:00 o’clock Noon to 9:00 o’clock P.M. (Prevailing Time) at the Gymnasium at the New Paltz High School, in said District, for the purpose of voting upon the following Bond Proposition:

BOND PROPOSITION
RESOLVED:
(a)  That the Board of Education of the New Paltz Central School District, in the County of Ulster, New York (the “District”), is hereby authorized to construct additions, improvements and alterations to the Middle School building and the site thereof and related improvements in the District (the “Project”), such Project to include the original furnishings, equipment, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $49,780,000;
(b) that a tax in the amount of not to exceed $49,780,000 is hereby authorized to pay the cost of the Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education, and that in anticipation of such tax bonds of the District may be issued, and a tax is also hereby voted to pay the interest on said bonds as the same shall become due and payable; and
(c) that not to exceed $5,000,000 which may be available in the "District-wide Construction and Reconstruction Capital reserve Fund," heretofore established following voter approval on May 17, 2005, and not to exceed $929,000 which may be available in the District’s capital fund, are hereby authorized to be expended for the Project, and any of such amounts so expended shall offset and reduce a like amount of the taxes herein authorized.
Such Bond Proposition shall appear on the ballot label to be inserted in the voting machines used for voting at said Special District Meeting in substantially the following condensed form:

NOTICE IS FURTHER GIVEN, that the qualified voters of the District shall be entitled to vote at said Special District Meeting.  A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the District for a period of thirty (30) days immediately preceding said Special District Meeting.
NOTICE IS FURTHER GIVEN that pursuant to Section 2018-a of the Education Law, applications for absentee ballots for said Special District Meeting may be obtained at the office of the District Clerk at least seven (7) days prior to said Special District Meeting if the ballot is to mailed to the voter, or the day before the Special District Meeting if the ballot will be delivered personally to the voter.  Written requests for absentee ballots must be made at least seven (7) days and no more than thirty (30) days prior to said Special District Meeting.  Absentee ballots must be received at the office of the District Clerk by no later than 5:00 o’clock P.M. (Prevailing Time) on February 9, 2010, the date set for said Special District Meeting.  A list of all persons to whom absentee ballots shall have been issued will be available for inspection to qualified voters of the District at the office of the District Clerk during regular office hours, 9:00 o’clock A.M. to 3:00 o’clock P.M. (Prevailing Time), until the date set for said Special District Meeting.

Section 4.  The vote upon the Bond Proposition to be submitted to the qualified voters shall be by ballot on voting machines, and the District Clerk is hereby authorized and directed to have the necessary ballot label printed for the said voting machines, in form corresponding as nearly as may be with the requirements of the Education Law.

Section 5.  This resolution shall take effect immediately.

BE IT RESOLVED that the Board of Education of the New Paltz Central School District adopt the following 2010 Legislative Program of the Ulster County School Boards Association:

Specifically, we support:

Steven Greenfield made a Friendly Amendment to the above resolution to omit the bulleted item that references “Wicks Law Reform”.  Patrick Rausch who seconded the resolution would not agree to the Friendly Amendment.  Members proceeded with the vote on the original wording of the resolution.
