President Dukler announced the following Addendum to the Agenda.  In addition, members were directed to item 8.15 Coaching Appointments on the Addendum.  The position of Modified Girls Soccer Coach Jeff Salt should receive a stipend of $2160 instead of $2080.

Motion made by Steve Greenfield and seconded by Dan Torres that the board move into Executive Session at 8:25 PM for the purpose of discussing the employment history of a particular individual, contract issues and negotiations.

SUPERINTENDENT'S REPORTS & DISCUSSION ITEMS
 

1. COORDINATOR OF STUDENT SUPPORT SERVICES POSITION – Superintendent Rice reviewed the responsibilities of the position of the Coordinator of Student Support Services as it functioned in the past.  She requested that the job description be revamped to include discipline responsibilities at Lenape and to look at Academic Intervention for students to address the needs of students prior to suggesting that they go to the Committee on Special Education.  The majority of the time would be spent at Lenape.  Discussion, questions and answers answered.  Mrs. Rice asked that the board allow her to post the position as a probationary tenure track position.

BOARD COMMUNICATIONS

1. FACILITIES COMMITTEE RECOMMENDATION – Facilities Chair Don Kerr reported that the district must deal with the ongoing projects of the Middle School, District Office, Central Kitchen and Shipping & Receiving.  As discussed by the committee, the Central Kitchen and Shipping & Receiving, currently situated at the Middle School, are located in the worst possible place.  There is too much congestion and the roads are not zoned for big trucks.  The high school campus has the space and is zoned for large trucks.  Because of the urgency of this situation, these are the projects which are being looked at for current consideration.  This conclusion was agreed upon at the last meeting of the committee.  A decision needs to be made about the District Office, but it must be decided by the full board.

1. BOARD COMMITTEES – Mr. Dukler solicited from the members their preferences regarding committee membership. No assignments were made this evening.  Patrick Rausch stated that the Audit Committee needs to fill two community positions, preferably people with a financial background and also residents of the community. The Change Order Board also needs to be constituted with members who have a working knowledge of construction and some financial background.  In order to recruit members for these two committees, media releases or ads will be placed in local newspapers.  Mr. Rausch suggested that committee chairs be appointed prior to selection of committee members.

1. FUND BALANCE OPTIONS STRATEGIES – Discussion on how best to spend tax dollars was initiated.   There are two options on the agenda under Old Business (9.1 and 9.2) on which the board will need to make a decision.  Richard Linden defined terminology and explained options available to the board.  Discussion along with questions and answers followed.  In summary, the board needs to make a decision this evening about the EXCEL Project to avoid the need to borrow money.

1.         Request for Approval to Transfer Funds for the EXCEL Project

BE IT RESOLVED that the Board of Education approve the following budgetary transfer to the Capital Fund for the local portion of the EXCEL Project approved by the voters on May 15, 2007.

AUDIT COMMITTEE REPORT
Patrick Rausch reported that the 2007-2008 Internal Audit Report will be ready for acceptance at the next meeting of the board.  Members have already been provided with copies for review.  The 2008-2009 Internal Audit Report will be ready for the next meeting of the committee which is expected to take place on July 22, 2009 at 5:30 PM in the District Office Conference Room.

8.17        Create Position - .4 FTE  Physical Education
Recommendation - that the New Paltz Central Schools Board of Education upon the recommendation of Maria C. Rice, Superintendent, does hereby create a .4 FTE Physical Education position.

8.18        Instructional Probationary Appointment
Recommendation - that the New Paltz Central Schools Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby appoint the following instructional employee with remuneration as per NPUT contract.

8.19        Acting District Clerk
Recommendation - that the New Paltz Central Schools Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby appoint Thelma Gill as Acting District Clerk for the period of July 13, 2009 through July 16, 2009 and July 23, 2009.

8.20        Instructional Leave of Absence
Recommendation - that the New Paltz Central Schools Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby approve an unpaid leave of absence for the following instructional employee:

1.        Request for Approval to Transfer Funds for the EXCEL Project – Was acted upon earlier in the meeting.

9.2          Request for Approval to Transfer Funds from General Fund to Capital Reserve Fund
Recommendation – that the following resolution be approved:  BE IT RESOLVED that the New Paltz Central School District Board of Education authorize the transfer of $________ from the General Fund (Unappropriated Fund Balance) into the Capital Reserve Fund.

The board opted to approve Item 9.1 instead of 9.2.  No vote was taken on 9.2

9.3          Request for Approval to Change Wording on Proposed Resolution Submitted to New York State School Boards Association Resolution Committee

BE IT RESOLVED that the Board of Education amend the wording to the resolution that was approved by this board on June 3, 2009 and presented to New York State School Boards Association Resolution Committee for consideration at the NYSSBA Annual Convention in October 2009.  This amendment will alter the wording of the original resolution by incorporating the word “purchase” in place of the word “acquisition” as follows:

RESOLVED that the New York State School Boards Association will advocate at the Federal level for the abolition of all policies and programs that inhibit the function of the free market as pertains to acquisition  purchase of food, beverages, and snacks by public school systems.   New York State School Boards Association will seek to coordinate with the National School Boards Association in these efforts.

Discussion followed the motion.  Steve Greenfield will call the contact person on the NYSSBA Resolutions Committee tomorrow to advise of the change in wording for the resolution.  The board already authorized Mr. Greenfield to act on behalf of  the board in this matter at the June 17, 2009 meeting.

10.2        Request for Approval to Accept Donation of Backpacks from Cardinal Spellman Council #5800
Recommendation – that the following resolution be approved:  BE IT RESOLVED that the Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby accept a donation of 30 backpacks containing school supplies from the Columbiettes of Cardinal Spellman Council #5800.

10.3        Request for Approval of the 2009-2010 BOCES Initial AS-7 Contract
Recommendation – that the Board of Education approve the 2009-2010 Board of Cooperative Educational Services Initial AS-7 Contract and authorize the Board of Education  President and/or District Clerk to execute the contract in the amount of $3,593,946.00.

10.5        Request for Approval of Social Work Internship of Doreen Dwyer
Recommendation – that the Board of Education approve the following resolution:  BE IT RESOLVED that the Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby approve the Social Work Internship of Doreen Dwyer for the 2009-2010 school y ear at the New Paltz Central High School.

10.6        Request for Retroactive Approval to Establish the  Mae Podell Memorial Scholarship Award
Recommendation – that the following resolution be approved:  BE IT RESOLVED that the Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby approve the establishment of the Mae Podell Memorial Scholarship Award in the amount of $50.00.

10.7        Request for Approval to Award Lenape Vault Bid
Recommendation - that the Board of Education approve the following resolution:  BE IT RESOLVED that upon the recommendation of Maria C. Rice, Superintendent of Schools, the Board of Education award the Lenape Vault Bid for a total of $7,700 to Ulster Construction.

10.8        Request for Approval to Award School Bus Purchase Bid
Recommendation - that the Board of Education approve the following resolution:  BE IT RESOLVED that upon the recommendation of Maria C. Rice, Superintendent of Schools, the Board of Education award the School Bus Purchase Bid for three (3) passenger school bus vans for a total of $128,548.50 to Don Brown Bus Sales, Inc.

10.9        Request for Approval to Correct Clerical Error in Supplemental MOA with New Paltz School Bus Attendants and Bus Monitors Association
Recommendation – that the Board of Education approve the following resolution:  BE IT RESOLVED that upon the recommendation of Maria C. Rice, Superintendent of Schools, the Board of Education hereby approves a Supplemental Memorandum of Agreement between the New Paltz Central School District and the New Paltz School Bus Attendants and Bus Monitors Association to correct a clerical error in the amount of the district’s contributions to the NPUT Benefit Trust Fund in the printed contract between the District and the Association.  This Supplemental Memorandum of Agreement shall be incorporated by reference within the minutes of this meeting. 

Motion to approve New Business Consent Agenda carried 6 - 0 with 6 members voting.

Education approve the following resolution:

Discussion followed.  Members agreed to amend the resolution by adding “subject to receiving final payment for past services rendered” at the end of the resolution.

10.4        Request for Approval to Approve Town of New Paltz Summer Youth Recreation Program
BE IT RESOLVED that the Board of Education, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby approve the 2009-2010 Summer Recreation Transportation Agreement with the Town of New Paltz for the use of district buses at a reimbursement rate of $2.42 per mile pending full payment of the amount due by June 30, 2009 subject to receiving final payment for past services rendered.

Motion to approve as amended carried 6 – 0 with 6 members voting.

RETREAT

Members of the Board of Education will hold a Team Building Retreat on July 8, 2009 at 5:30 to 9:00 PM in the District Office Conference Room.  Dinner will begin at 5:30 PM with the retreat to begin at 6:00 PM.
