BE IT RESOLVED, that, upon the recommendation of the Superintendent of Schools, the Board of Education hereby grants Rodrigo F. Castro an unpaid leave of absence from his position as a Spanish teacher during the period from August 17, 2009 through June 30, 2011; and

BE IT FURTHER RESOLVED that, upon the recommendation of the Superintendent of Schools, the Board of Education hereby appoints Rodrigo F. Castro to the administrative position of Coordinator of Student Support Services, in the Coordinator of Student Support Services tenure area, for a three-year probationary term effective August 17, 2009 through August 16, 2012, at an annual salary of $75,000, pro-rated.

SUPERINTENDENT'S REPORTS & DISCUSSION ITEMS

  1. SUPERINTENDENT COMMENTS – Superintendent Rice briefly reported on the status of the EXCEL Summer Projects, school opening, and other upcoming events such as Bias Awareness Training and the 6th Grade Orientation.

BOARD COMMUNICATIONS

  1. VOTING DELEGATE & ALTERNATE TO NYSSBA – Discussion began with Steve Greenfield requesting that the board entertain discussing the text for a rebuttal on the floor of the NYSSBA Annual Business Meeting in October 2009.  It was agreed by the members that Mr. Greenfield will write the rebuttal for board review at the next Board of Education meeting on September 2.  Members agreed that Steve Greenfield will represent the board as a voting delegate to the NYSSBA Convention in October.  Edgar Rodriguez agreed to serve as the alternate.  Members will discuss all of the NYSSBA Resolutions at the September 16 Workshop Meeting.

 

  1. HEALTH ADVISORY COMMITTEE (HAC) LETTERS OF INTEREST FROM COMMUNITY MEMBERS – President Dukler appointed Don Kerr and Dan Torres to review letters of interest for appointment of members to the Health Advisory Committee.
  1. LOCATION OF DISTRICT OFFICE – Members began public discussion regarding the future site of the District Office and how it might be incorporated into the Middle School Project.  The thrust of the discussion was whether to include the District Office in the historic Middle School site or to locate it in another place.  Don Kerr reported that there was positive feedback from the Facililties Committee to include the District Office in the historic Middle School location.  Superintendent Rice explained that Rhinebeck Architect & Planning cannot proceed conceptually if the District Office location is not established.  A decision needs to be made. Edgar Rodriguez expressed a different opinion in that he believes the District Office would be best located along with the kitchen and Central Receiving at what he referred to as the High School Campus Complex.  Discussion followed. Louis Turpin from Rhinebeck Architect & Planning was on hand to comment on the timeline for a referendum, State Aid ratio, and to offer the various pros and cons of the different scenarios that were suggested.

COMMITTEE APPOINTMENTS & MEETING SCHEDULE – Superintendent Rice presented a proposed meeting schedule for the various board committees for the 2009-2010 school year.  The schedule includes dates for “Facilities Committee of the Whole” meetings at which the entire board will discuss the Middle School Project.

Education approve the following resolution:

BE IT RESOLVED, that the Board of Education of the New Paltz Central School District, upon the recommendation of Maria C. Rice, Superintendent of Schools, does hereby establish the 2009/2010 school property tax levy at $31,980,000, the Gardiner Library property tax levy at $8,000, acknowledge the related tax rates, and sign the attached tax warrant to be delivered to the tax collector with an effective date of ­­­­ September 1, 2009.

Discussion followed.

Motion made by Don Kerr and seconded by Dan Torres that the Board of Education return to public session at 9:00 PM.

Discussion continued. Mr. Kerr made a friendly amendment to change the original resolution (item 9.3) to reflect a change in the tax levy amount from $31,980,000 to $31,680,000 and to achieve that number by altering the tax rate.  Mr. Linden pointed out that we cannot alter the tax rate.  Dan Torres who seconded the original motion agreed to the friendly amendment.  All other members agreed.

The motion was changed to read as follows:

  1. BOE HAC REPRESENTATIVE COMMENTS ON PROPOSED WELLNESS POLICY – Don Kerr provided the board with a brief history of the work that the Health Advisory Committee has done on the Wellness Policy.  After much work, the committee arrived at this policy.

Members reviewed the following Wellness Policy, making some slight changes as highlighted and bolded below.

I. Wellness Committee
The school district shall maintain a the standing Wellness Sub-committee of the Health Advisory Committee to review, and recommend revisions to school nutrition and physical activity programs and policies. The committee also will serve as a resource to schools for implementing those programs and policies.

II. Nutritional Quality of Foods and Beverages Sold and Served in School

School Meals
Meals served through the School Lunch and Breakfast Programs should:

  1. meet nutrition requirements established by local, state, and federal statutes and regulations;
  2. meet the nutrition recommendations of the U.S. Dietary Guidelines for Americans;
  3. strive toward meeting the nutrition recommendations of the NPCSD Nutrition Task Force;
  4. offer a variety of fruits and vegetables;
  5. wherever possible be comprised of local farm grown produce, dairy and meat (organic and/or chemical free when possible);
  6. provide drinking water at all school meals at no cost to students.

Fundraising Activities
To support children’s health and school nutrition-education efforts, school sponsored fundraising activities will strive toward using only foods that meet the above nutrition standards for school lunch foods and beverages. District staff will encourage fundraising activities that promote physical activity. The school district will make available a list of ideas for recommended fundraising activities. Outside groups (including PTAs) will be encouraged to follow the same guidelines as school groups but not required to do so.

 

Classroom Snacks
Snacks served by district staff in the classroom during the school day or in after-school care or enrichment programs should make a positive contribution to children's diet, health and well being, with an emphasis on serving nutritious foods and beverages. District staff will assess if and when to offer snacks based on timing of school meals, children’s nutritional needs, children's ages, and other considerations. The district will disseminate a list of nutritious snack ideas to teachers, after-school program personnel, and parents.

Rewards
District staff should not use foods or beverages as the primary reward for academic performance or good behavior, and will not withhold food or beverages (including food served through school meals) as a punishment.

Celebrations
District staff will actively encourage parents to provide nutritious food and beverages for classroom celebrations. District staff will limit the amount of food served at celebrations to reasonable portions. The district will disseminate a list of healthy food and beverage ideas to parents and teachers.

School Sponsored Events
District staff will actively encourage parents, clubs and community groups to provide and/or sell nutritious foods and beverages for after school events. The district will disseminate a list of healthy foods and beverage ideas to parents, clubs and community groups.

III. Nutrition and Physical Activity Promotion and Food Marketing

Nutrition Education and Promotion
The School District has as its goal to teach, encourage, and support healthy eating by students. District staff should provide nutrition education and engage in nutrition promotion that encourages overall health and well being and an active lifestyle. Such education should promote fruits, vegetables, whole grain products, healthy food preparation methods, and health-enhancing nutrition practices and media literacy with an emphasis on food marketing.

Integrating Physical Activity into the Classroom Setting
For students to fully embrace regular physical activity as a personal behavior, students need opportunities for physical activity beyond physical education class. Toward that end, classroom health education will complement physical education classes by reinforcing the knowledge and self-management skills needed to maintain a physically-active lifestyle and to reduce time spent on sedentary activities. Classroom health education should also emphasize caloric balance between food intake and energy expenditure.

Communications with Parents
The school district will support parents’ efforts to provide a healthy diet and daily physical activity for their children. Examples of this may include offering healthy eating seminars, sending home nutrition information to parents, (including the Wellness Wake Up Call monthly summary of messages), optimum physical activity suggestions, posting nutrition tips on school websites, and providing nutrient analyses of school menus.
Marketing of Food in Schools
School-based food marketing will be consistent with district nutrition education and health promotion programs.

Staff Wellness
The school district highly values the health and well-being of every staff member and, to the extent possible, provide staff with information regarding activities and programs that support personal efforts to maintain a healthy lifestyle. 

IV. Physical Activity Opportunities and Physical Education
Physical education instruction at all levels shall comply with New York State Education Department mandates.

Daily Recess
All elementary school students should have at least twenty minutes a day of supervised recess, preferably outdoors when weather permits, during which schools should encourage and support moderate to vigorous physical activity.

District staff should discourage extended periods (i.e., periods of two or more hours) of inactivity. When activities, such as mandatory school-wide testing, make it necessary for students to remain indoors for long periods of time, when possible schools should give students periodic breaks during which they are encouraged to stand and be moderately active.

   LEAD AGENCY FOR MIDDLE SCHOOL CAPITAL PROJECT

14.2        Request for Approval to Designate the Board of Education as Lead Agency for the Generic School and Site Redevelopment Capital Project 
Recommendation – that the following resolution be approved:

WHEREAS, the Board of Education of the New Paltz Central School District has under consideration a generic school and site redevelopment capital project consisting of various renovations, expansions and new construction projects related to its facilities (the “Proposed Project”); and

WHEREAS, the Board of Education proposes to proceed with the Proposed Project and wishes to take all actions necessary in connection therewith in order to comply with the State Environmental Quality Review Act (SEQRA); and

WHEREAS, the Board of Education believes that it should be designated as Lead Agency for the purpose of determination the environmental impact of the Proposed Project;

THEREFORE BE IT RESOLVED, that the Board hereby declares its intention to designate the Board of Education of the New Paltz Central School District as the Lead Agency for purposes of determining the environmental impact of the Proposed Project and authorizes J. Kenneth Fraser and Associates, PE, LS, LA, P.C., to solicit Lead Agency Status on behalf of the Board of Education by preparing and circulating the Long Environmental Assessment Form (LEAF) to all involved and interested Agencies.

BE IT RESOLVED, upon the recommendation of the Superintendent, that the Board of Education hereby approves the Letter Proposal with Scope of Services, dated August 5, 2009 from J. Kenneth Fraser and Associates, PE, LS, LA, P.C. for SEQRA services in connection with the District’s proposed generic school and site redevelopment project, including but not limited to preparation of a Long Environmental Assessment Form and related documents, providing a coordinated review process, drafting of the Finding of Significance at a fee not to exceed $5,000 (inclusive of expenses), which Letter Proposal is incorporated and made a part of this resolution; and

BE IT FURTHER RESOLVED, that the Board President is authorized to execute Extra Work Authorizations for the Additional Services described in the Letter Proposal dated August 5, 2009, as necessary.

Dan Torres suggested reduction in mailing costs by using electronic means such as Parent Connect.  This will be put on the Come Back List

KT Tobin Flusser reported on the Back to School Forum at the Woodcrest Community last night.  Don Kerr also attended and commented on the richness of the culture at the Bruderhof.  Superintendent Rice announced that further events with the Bruderhof are being planned for the future.

Don Kerr suggested that we take the board on the road again and have meetings outside the district’s facilities.

Steve Greenfield shared new information on the renewable energy front. He will forward this information to the superintendent for further consideration.
