PUBLIC HEARING: 2010-2011 BUDGET

Vice President Donald Kerr commented briefly on the concessions offered by some of the bargaining units and staff which allowed the board to approve a budget increase of under 1% and a tax levy increase of under 3% thus restoring a number of positions, clubs and AIS to its present level.  He expressed appreciation on behalf of the Board of Education.  Superintendent Rice introduced Assistant Superintendent Richard Linden who reviewed the various components to the budget that was approved by the Board of Education.

Members of the public and press were provided the opportunity to comment and ask questions during a Public Hearing regarding the proposed 2010-2011 Budget which will be presented to the voters on May 18, 2010.

PUBLIC COMMENT ON BUDGET

Sylvia Daka, New Paltz – AP Class Size & Administrative Costs

BOARD COMMUNICATIONS

  1. EDUCATIONAL MASTER PLAN STANDARDS – Superintendent Rice turned over this portion of the meeting to Assistant Superintendents Connie Hayes and Deborah Banner.  Mrs. Hayes commented on the fact that there are too many standards with some redundancy in the Educational Master Plan Standards.  Administration is looking to make them authentic and real and reflective of what we do.  Ms. Banner agreed that there is a lot of redundancy and that principals found they were getting bogged down with some issues fitting under several standards.  Administrators have tried to pare down and simply the Standards to make sure everyone understands what is intended.  Fourteen standards have been revised and supplanted by seven more succinct standards which are not as cumbersome.  It is hoped  that a clear and understandable picture  is presented which holds  us accountable.  Mrs. Rice commented that the driving force in the district is the Vision Statement.  She is hearing and seeing it in the classroom.  We want a plan that does not sit on the shelf.  This is step one in getting closer to a more authentic plan.  Questions and answers followed.

  1. RFP FOR FACILITIES PLANNER UPDATE – Vice President Kerr reported on the Facility Committee’s work at putting out an RFP for a Five Year Capital Facilities Plan.  The Facilities Committee will recommend finalists to the full board so that interviews can be held.  Mr. Kerr polled the other members of the committee and it was decided that three companies will be interviewed on Tuesday, May 11, 2010 for 50 minutes each with a ten minute period between.  The meeting will begin at 6:00 PM. Mr. Rodriguez asked that Mr. Kerr report on the April 28th  Facilities Committee meeting.  Committee reports will be given at the next board meeting.
  1. FINALIZE 2009-2010 MEETING SCHEDULE – Mr. Dukler reviewed the meeting schedule as presented which takes the board to the end of the current school year. Mr. Rausch will contact the auditors to determine when the audit Committee will meet.

  1. HOOKAH BAR – A previous resolution and letter from Superintendent Rice to the Village Planning Board expressed the Board’s opinion that this establishment is inappropriate since it is in close proximity to the middle school.  On May 11, 2010 at 7:00 PM a Public Hearing on this matter will be held in the Village Hall.  Middle School Principal Richard Wiesenthal and Lenora Koffman, Student Assistance Counselor, will attend this hearing to present the district’s point of view.
