SPOTLIGHT ON PROGRAM: Daniel Torres on behalf of Technology Teacher Jennifer Cone read a statement dedicating the 2009-2010 Student Life Video to Bill Richers who is retiring at the end of June as Director of Information Communications & Technology.  Principal Barbara Clinton introduced high school students Danielle Fritche and Ariana Nicholas who were instrumental in compiling all of the film clips shown in the Student Life Video.

RETIRING BOARD PRESIDENT
DAVID DUKLER

Vice President Donald Kerr presented retiring Board President David Dukler with a plaque for his continuous service on the Board of Education since July of 2001.  Mr. Dukler also served as president of the board for the past two years. Mr.Kerr praised Mr. Dukler’s leadership after which members of the Board of Education and the public gave Mr. Dukler a standing ovation in appreciation of his service to the district.

A brief reception with light refreshments was held in the foyer immediately following the presentations.

SUPERINTENDENT'S REPORTS & DISCUSSION ITEMS

  1. SUPERINTENDENT COMMENTS Mrs. Rice presented the board with a plaque in recognition of 25 years of commitment to environmental education by the New Paltz Central School District in collaboration with the Mohonk Preserve.  She also quoted from a letter from Governor David Paterson commending the district.  Steve Greenfield spoke of the magnificent ceremony in a magnificent setting. He spoke of a curriculum book that was made available at Mohonk Preserve and requested that the binder be put on the district website. 

Superintendent Rice commented on the vision that Principal Barbara Clinton had in facilitating a team of teachers to focus on the whole student to make sure that in an environment conducive to learning  all students could be successful in at least one Advance Placement class.  As a result, more students have been taking these courses successfully.  Superintendent Rice extended congratulations for the high school receiving Newsweek’s recognition as one of the best high schools in the nation for a fourth time. 

Future taping of the board meetings will be problematic with Bill Richer’s retirement.  Taping, editing and then providing the tape to Public Access TV requires technical skills as well as time.  Mr. Richers briefly described the process required to get the task done from start to finish.  The superintendent is looking at different ways to get a videographer and has not ruled out putting an ad in the newspaper.  Vice President Kerr in his role as a trustee of Public Access TV offered to provide names of businesses that do this type of work. 

  1. EDUCATIONAL MASTER PLAN – Superintendent Rice reiterated that the new version of the Educational Master Plan is more streamlined than in the past.  An additional change since the last presentation was made to the plan. It involves adding to the document a copy of Policy 6215 (Standards of Teaching Quality and Accountability) which defines ten other areas to be reviewed when determining teacher competence.  She asked the board for permission to put this policy in the Appendix of the Educational Master Plan. There was no objection.

Education approve the following:

EDUCATIONAL MASTER PLAN

8.1          Request for Approval of the Educational Master Plan as Presented
BE IT RESOLVED, that the Board of Education approve the Educational Master Plan dated June 2010 from the Superintendent of Schools thereby approving the Educational Standards by which the Educational Master Plan is built. The Board of Education recognizes that such plan is flexible, designed to guide the learning process by focusing on educational programs and practices, administrative procedures, and the board’s decision making and planning process.

On June 28 this plan will be rolled out to the teachers over a two day period.

9.             BOARD COMMUNICATIONS

  1. ELECTION CUSTODIAN STIPEND – President Dukler suggested that the stipend for the Election Custodian needs to be adjusted due to increased work resulting from an increase in the number of voting machines required to run an election.  He noted that the stipend had not been raised since 2004.  Mrs. Rice asked the board to consider a raise to $300 from $200.  Members agreed that this amount is acceptable and will vote on it at the Organizational Meeting in July.

  1. EMERGENCY CAPITAL PROJECT – Vice President Kerr reported on the necessary repairs to the middle school roof which has been leaking. CSArch provided a report on immediate repairs required to gutters which are causing the leak in the roof.  A further assessment will take place on the entire roof system. Questions and answers followed. Structural engineers will report the data after the complete assessment has been made so the board can have informed discussion.  Mr. Kerr asked Mr. Linden to investigate the use of slate vs. other roofing products.

 

COMMITTEE REPORTS

  1. AUDIT COMMITTEE – Patrick Rausch announced two upcoming meetings - June 23 and June 30. The committee will discuss processes which may need to be adjusted.  Mr. Rausch is waiting for formal copies of the Risk Assessment for 09/10 from Sickler, Torchia, Allen & Churchill.  One person submitted a resume for the community member slot on the committee. The board will appoint that person to a two year term at the Organizational Meeting. 

 

  1. FACILITIES COMMITTEE – Donald Kerr reported that the committee met last week.  The Lenape chimney will be finished by September for the opening of school.  The Ameresco contract is up for legal review at present.  The committee discussed the middle school roof and the need to have a community based committee look at facility needs.  This is consistent with process in place with CSArch.  An advisory committee will not be formed at the present time.

Patrick Rausch asked that the superintendent comment on percentage increases. Mrs. Rice explained the increases which ranged from 0% to 2%. Mr. Rodriquez expressed concern over the future and the need to take a hard look at everything when planning future budgets. Mr. Kerr thanked Mrs. Rice for leading by example in taking a zero percent increase.

EAST RAMAPO CSD 2009-2010

14.2        Request for Approval of Health & Welfare Contract – East Ramapo Central School District 2009-2010
BE IT RESOLVED that the Board of Education approve the Health and Welfare Contract, forwarded under separate cover, for East Ramapo Central School District for a total amount of $993.76 for the 2009-2010 school year for two (2) children who are residents in the New Paltz Central School District attending a school in the East Ramapo Central School District.

BUS USE BY GARDINER

14.3        Request for Approval of Bus Use by Town of Gardiner
BE IT RESOLVED that the Board of Education approve a Transportation Agreement between the New Paltz Central School District and the Town of Gardiner to use district buses for the Town of Gardiner Summer Recreation Program for the period of July 1, 2010 to August 31, 2010 and authorizes Assistant Superintendent Richard Linden to execute such agreement.

Motion to approve Consent Agenda items 14.1 to 14.3 carried 7 – 0 with 7 members voting.
